Locate the implementing regulation referenced by Article 123 bis and an operational immigration notice defining current enforcement.
Decree 366/2025, effective May 29, modifies key aspects of the Immigration Law and establishes new requirements for entry and stay in the country.
What changes?
To enter the country, foreigners must present a sworn declaration stating their purpose of travel and stating that they have health insurance.
At this time, regulations have not yet been issued regarding the implementation of this new requirement, so the sworn declaration is not being requested.
However, the provision is already in force stating that public hospitals will only treat foreigners who present medical insurance or prepay for the service, except in cases of emergency or if they have permanent residence in Argentina.
Therefore, if you are a foreigner, we recommend that you have medical or travel insurance before entering the country.
This Embassy will inform you of any official developments as soon as the National Directorate of Immigration issues regulations regarding this measure.
IMPORTANT: These requirements do not apply to Argentine citizens (even if they reside abroad) or to foreigners who are permanent residents in the country.
# Requirements for entry and stay in Argentina
Decree 366/2025, effective May 29, modifies key aspects of the Immigration Law and establishes new requirements for entry and stay in the country.
Still unresolved: No implementing regulation was established in the checked material. Mission enforcement statements still conflict. This is not evidence that no regulation exists; insurance enforcement and online/pre-boarding procedures remain unknown.
ANVISA explicitly says DSV completion is no longer necessary under Ordinance 670/22. Its old campaign page still says mandatory. Consular guidance independently describes cessation of COVID vaccination/test requirements. This is stronger than merely choosing a newer page.

According to a letter from the National Health Surveillance Agency, the Brazilian immigration authorities no longer require, from international travellers, proof of vaccination against Covid-19 or the presentation of a negative test result for the screening of infection by SARS-CoV-2 (covid-19). 19).
Still unresolved: The older DSV campaign text remains in the trail. No inference is made that every other arrival form or customs declaration is unnecessary.

Temporary Ebola suspension: nationality versus residence
legal scope clarified
PHAC uses nationality wording; IRCC explicitly says the suspension is based on last declared residence, not citizenship. Separate travel-history restrictions also apply. Do not turn this into a passport-only ban or automatically expire the warning.
Scope
Potentially relevant to every Canada profile depending on residence, recent travel and exemptions; 194 legacy completed profiles carry the alert.

Still unresolved: PHAC nationality wording still differs from IRCC and the legal instruments. Individual residence, travel history, exemptions and any later amendment require review. This is not a blanket ban on these passports.
The general health page's non-restriction wording differs from the circular's origin-specific certificate instructions. Travel history, not passport alone, determines scope.

However, the launch of D'Viajeros has raised some doubts in passengers regarding its use, for this reason, the following questions and answers will serve as a guide to use the digital form correctly and easily. It should be noted that not filling out this form does not prevent you from traveling to the Island.
The airlines that operate in Cuba will verify the completion of your form through the QR code that you will show them in print or on your mobile device before boarding the flight. In case you take the aircraft without completing the form, you will have to fill it out at the destination airport, hindering your time spent in the air terminals.

Paper arrival-card fallback versus mandatory electronic SGAC
amendment backed field correction
The Canberra mission still offers an Electronic Arrival Card (Beta) or paper D/E card.
